I solved my problem using egg cloning.

I have a Bad PowerMail Files folder.
(PowerMail can not open it.)
I have a Good PowerMail Files folder.
(PowerMail CAN open it.)

(1) Duplicate the Good folder.
(2) Copy Message Database from the 
    Bad folder to the Good folder, 
    overwriting the existing Databse.
(3) Switch User to the hybrid folder.

Success!
