My problem (since 10.4.11) is that PowerMail doesn't bring its windows to the front if I click on its icon in the Dock or switch into it using Command-Tab. Sometimes it doesn't even activate its menu bar, and the only way I can bring it to the front is to select a window from the Dock menu. I haven't seen this happen with any other Carbon applications.
