Palo Verde provides the following response: During outages all RP who has a role in the emergency plan are considered "covered" workers. Our schedule is designed to ensure that they have the requisite number of days off to ensure compliance. RP management are not covered workers at any time. Note: with respect to the fatigue management rules, if anyone is not fit for duty irrespective of their status i.e., covered, they are required to comply with the fatigue rules.
