At STP, we used these gates during our last refueling outage for access to 
HRAs.  The gates were opened by reading the ED.  Each gate had a "zone number" 
programmed into the gate controller.  At login, the zone number would be 
written to the ED by the access control software based upon the documented HRA 
briefing for the individual.  Multiple zone numbers could be written to the ED 
if multiple areas were to be entered.  If the gate controller read the 
appropriate zone number from the ED, the gate would unlatch.  If not, it stayed 
latched.  This system was not contingent upon having LAN capability at the 
location of each gate.
