STP has had these issues in the past. Particle shoe contaminations from the SFP area were the issue. Investigation revealed local air currents across the SFP to the clean area were the most likely cause of particles in the clean area. (Local air currents were found even though the general movement of air was from the clean area into the SFP area.) We installed a Plexiglas(r) wall around that part of the SFP as a barrier and have virtually eliminated these events.
