Trojan had a similar problem with hot particles around the fuel pool. We used the same methods as STP and had strict controls on the removal of any material from the pool. Ropes hanging over the side were also a real problem so nothing was allowed to be suspended from the edge of the pool. We also found `nests' of hot particles under laundry storage racks and inside electrical panels. Housekeeping just has to try to keep up.
Hope this helps
