Not at CR3.  When benchmarking with several sites we have seen more problems 
with procedures, processes, HP and worker human performance(key control issues 
and worker confusion)....than for those who do not lock at less than 1 R/hr.

HNP- Not required, some areas are locked due being infrequently entered and 
require a survey upon entry when entry is needed. We do perform a weekly walk 
down of all HRAs to ensure proper controls remain in place

My questions are in regards to HRA's <1000 mr/hr.

Do you lock HRA's behind normal plant doors?

Do you lock swing gates?

Do you issue keys to locked HRA's to non RP personnel?

Do you require a second check of locked HRA's?
