Palo Verde provides the following response:

1) general area dose rates on the refuel machine during core off-load/on-load 
are typically 1-2 mrem/hr

2) Normally, we do not install shielding on the refuel machine (deck or 
handrail); however, we have had instances in the past where the activity of the 
water in the refuel pool has been elevated which resulted in much higher dose 
rates on the refuel bridge.  In those instances we installed lead blankets on 
the deck.  Since then, we have an approved temporary shield package in place if 
dose rates are elevated after flood up.
