Salem station considers the cabinet a "container" and it is controlled with a Rad-tag that includes the label and appropriate markings.

The CR states that sealed sources at Fermi are not labeled and controlled in accordance with 10CFR20.1904. The sources in question are individually labeled in accordance with 10CFR20.1904 by the manufacturer and stored in a locked cabinet and posted with a "Caution Radioactive Material" sign. The initiator of the CR contends that the cabinet is the "container" and thus must be labeled on out the outside in accordance 10CFR20.1904.
