Diablo Canyon does latch the dose rate alarm.  We changed our process after our 
Fuel Handling Building event in 2012.  Briefly, the workers did not hear their 
rate alarms because of all the other rad monitors alarms that sounded.  The 
workers got a fuel bundle too close to an open Weir gate and the empty transfer 
canal.  They recognized the situation when a number of rad monitoring devices 
went into alarm and moved the bridge back.  Because all the alarms cleared the 
magnitude of the event was not recognized until RCA logout.  The spotters ED 
indicated a rate alarm of approximately 2200 mR/hr.

Please take a look at our OE on this event.  It presents a compelling case for 
latching the dose rate alarm.
