Fermi, no, in fact we go the other way by having a reduced admin time limit for 
the compensatory actions if monitor is out of service.  As I understand the 
"grace" period, it isn't intended to be used that way for action items if 
daily-weekly-monthly- etc. surveillance are not completed for equipment to 
operable.  ODCM is part of our TRM, same definition/practice is applied to both.
