It should always be off. In fact we have already removed (or will remove, or
at least hide it deep deep down the configuration) the throttling option in
the latest code base.

To be honest: i never thought that it would be pretty usefull, but we got a
positive review of a (clueless?) magazine writer that "powersave even used
CPU throttling on battery out of the box!", and after that we were a bit
hesitant to remove it ;-))

I have it disabled always, and i _am_ a battery lifetime junkie :-)
