OPEC tidak lagi banyak manfaatnya untuk mendongkrak atau menstabilkan harga minyak dunia. Di luar OPEC, banyak negara eksportir minyak yang berpengaruh: Rusia, Norwegia, Laut Utara, dan Mexico. Antara sesama anggota OPEC juga tidak kompak, ada yang curang pada konsensus yang sudah dibuat. Iuranpun besar, $2 juta setahun, belum lagi biaya delegasi.
Selain sekian banyak organisasi internasional yang tidak perlu, pemerintah baru harus meninjau ulang perlunya berbagai MOU. Pemda paling banyak menjalin MOU sister-cities yang tujuannya tidak lain hanya jalan-jalan dibiayai dinas. Contohnya, Medan mau menjalin sister-cities dengan Pune, untung kota Pune menolak karena kota ini tidak melihat perlunya apa. "Maintaining its membership in OPEC is no longer beneficial to Indonesia," Baihaki Hakim, former president of state oil and gas company Pertamina, said on Monday. Speaking at a seminar on "Investment Prospects in Oil and Gas" after the enactment of a law on the downstream and upstream industry, Baihaki said it was time now for Indonesia to quit OPEC as the country's oil production had dropped while its consumptioncontinued to rise. Besides saving $2 million from the membership fee, the government could also ask people to save energy.
