Beste Tossi,

Sekali lagi, saya ucapkan Selamat Hari Raya Indul Fitri 1428 H., Mohon
Maaf Lahir Bathin.

konflik berdarah.

Mengutip pernyataan Dr Bilver Singh, mahaguru ilmu politik di National
University of Singapore, dalam "The United Nations Role in the Birth
of Independent East Timor, A Blunder?", yang mempertanyakan: "Apakah
amat besar& a colossal blunder".----

TAS:
Pertama, soal "milisia". Inti konsep ini adalah kekuatan sipil yang
dipersenjatai institusi militer dan berfungsi sebagai kekuatan
"proxy" (alat pengganti). Tapi Hong Gie memutarbalik perkara
sejarah. Eurico disebutnya "pejuang pro-integrasi", sedangkan
lawannya disebut "milisi pro-kemerdekaan".
dokumen PBB), sedangkan kekuatan pro-kemerdekaan bukan "milisi",
pro-kemerdekaan Indonesia. Mereka bukan milisi yang menjadi alat
tentara, melainkan embryo tentara negara merdeka. Memutarbalik
istilah bisa menjebak Hong Gie: akankah dia menyebut Laskar
Hisbullah, Pemuda Sosialis, Tentara Pelajar dsb itu sebagai "milisia"?

YHG:
Timor-Timur.
Keberpihakan Tossi terlalu kentara ketika menggambarkan Pejuang
pro-Integrasi sebagai "the bad guys", sedangkan gerombolan
pro-Kemerdekaan adalah "the good guys".

ideologinya.
------------------------

TAS:
Kedua, Hong Gie memilih menyebut Eurico Guterres, tapi melupakan bos
bosnya di Dili dan di Jakarta. Wah ini Anda menghina bangsa tetangga,
bangsa Timor Leste. Dokumen pengamat, PBB mau pun sumber sumber
lain, termasuk saya selaku saksi mata, menunjukkan ABRI sebagai bos
dari para milisia TimTim tsb.

YHG:

US and World Bank threaten Indonesia over Timor
By Mike Head - 23 July 1999

The United States and the World Bank have both threatened Indonesia
with diplomatic and financial retaliation if the Jakarta regime
continues to support militia attacks on people in East Timor, in the
lead-up to next month's scheduled UN-supervised ballot on autonomy or
secession. The threats from Washington underscore the critical
economic and strategic interests at issue in the former Portuguese
colony and throughout the entire Indonesian archipelago.
Stanley Roth, the US Assistant Secretary of State for East Asian and
Pacific Affairs, spent two days in Jakarta late last week before
touring East Timor for three days—becoming the most senior US official
to visit the island. Speaking in Jakarta after meetings with
Indonesian President Habibie and other political figures, Roth warned
that if the UN ballot were derailed by security problems, "that
obviously will have consequences and affect relations with a number of
countries around the world—including my own". -----

US threats clear way for military intervention in East Timor
By Nick Beams - 14 September 1999

Threats by US President Bill Clinton that the Indonesian economy would
be "crashed" were the crucial factor in securing the "invitation" by
the Habibie government for the establishment of a UN "peacekeeping
force" in East Timor.
Clinton's warning came after days of intense lobbying by Australian
Prime Minister John Howard to win US support for the Australian-led
military intervention.
In a speech last Thursday, Clinton warned that Indonesia faced "dire"
economic consequences if it did not "invite the international
community to assist in restoring security."
"It would be a pity if the Indonesian economy were crashed by this.
But one way or another, the economic consequences to them are going to
be very dire."-----

The Western powers and East Timor -- a history of manoeuvre and intrigue.
By Nick Beams - 1 October 1999

Claims that the Australian-led United Nations military intervention in
East Timor is motivated by "humanitarian" concerns are belied by the
historical record. The tragedy befalling the East Timorese people is
the outcome of intrigues and manoeuvres, stretching back over decades,
by the very imperialist powers now proposing to "save" them. As much
of this record is not well known, it is worthwhile reviewing it in
some detail.
The Indonesian invasion of 1975 and the subsequent "pacification"
program, which led to the loss of 200,000 East Timorese lives, was
backed by the US administration in order to stabilise the repressive
regimes in the region following the defeat in Vietnam.-----

TAS:
Ketiga, Hong Gie menggugat mengapa Amerika, dalam drama Blackwater
di Irak, menikmati impunitas, sedangkan Eurico tidak? Benar, Hong Gie,
Amerika pun harus digugat. Tapi kita, saya dan Anda, pun harus
konsekuen. Artinya bos bosnya Eurico pun harus digugat. Siapa
penanggungjawab kekerasan di Timor Leste 1999? Pelajari baik baik
beliau menghormati hak hak penentuan nasib sendiri bangsa lain, in
casu bangsa Timor Leste, apa pun alasan politik Habibie waktu itu.

YHG:
Theori Anda "Who's to blame for Timor Leste's chaos?" di Jakarta Post,

PBB, UNTEAT dan AS!

Australian special forces operating in East Timor months before UN ballot
By Peter Symonds - 12 October 1999

Australian special forces and navy divers were involved in clandestine
operations inside East Timor months before Indonesia gave the go-ahead
for the Australian-led Interfet troops to land in the territory,
according to an article published yesterday in the Sydney Morning Herald.
Based on information from "a senior Australian Defence Force (ADF)
special forces and intelligence officer," journalist Ian Hunter wrote
that Special Air Services (SAS) and Navy Clearance Diving Team (CDT)
units were dispatched to East Timor shortly after the Australian
government put the Darwin-based 1 Brigade on 28-day standby in
April.------

Leaked documents show ...
Plan to send 15,000 US Marines to East Timor
By Mike Head - 12 August 1999

Leaked Australian documents show that White House officials and US
military commanders have detailed plans to send 15,000 Marines to the
Indonesian province of East Timor, before or after the scheduled
August 30 vote on secession, under the pretext of protecting the
Timorese people from the Indonesian military.
Some idea of the preparations emerged when an Australian newspaper
published extracts from a top-secret cable sent to Canberra by the
Australian consul-general in Hawaii, Peter Woolcott, on June 21. The
cable was considered so sensitive and important that it was addressed
to the attention of Australia's highest-ranking political and military
leaders—Prime Minister Howard, Foreign Affairs Minister Alexander
Downer, Defence Minister John Moore, the head of the Prime Minister's
Department, Max Moore-Wilton, the head of the Defence Department, Paul
Barratt, and the Chief of the Defence Force, Admiral Chris Barrie.
According to the Melbourne Age newspaper, the document records
discussions on the same day between top US and Australian military
officers in Honolulu.
In attendance, apart from Woolcott, the author of the cable, were
Australia's Air Vice-Marshall Treloar, the incoming commander of US
Pacific Marine Forces, Lieutenant-General Lubitti, the outgoing
commander, Lieutenant-General Fulford, the commander of US troops in
Okinawa, Japan, Lieutenant-General Hailston, and the US Pacific
commander-in-chief, Admiral Blair.
The cable describes a proposal for a massive deployment of troops from
Okinawa and nearby places. They would be under US, not United Nations
control, using the northern Australian city of Darwin as their initial
logistical base.------

SENATE FOREIGN AFFAIRS, DEFENCE AND TRADE REFERENCES COMMITTEE
Reference: Economic, social and political conditions in East Timor
THURSDAY, 18 NOVEMBER 1999 - MELBOURNE
BY AUTHORITY OF THE SENATE

Quote:
CHAIR—How would you rate the UNAMET operation to conduct the
independence ballot?

Mr O'Connor—I have to say I think the UNAMET operation is a disgrace
to the United Nations and to anybody who supported it. UNAMET was
theoretically supposed to conduct an impartial and proper election. To
a degree it did so, but it created a problem by employing a large
number of some 4,000 local employees to produce the electoral roll and
to supervise the elections. It is quite clear that many of these
people were not impartial. It also employed a large number of foreign
observers, many of whom were pro-independence activists, who were
given facilities to move around the country in the pre-ballot period.-----

FOREIGN AFFAIRS, DEFENCE AND TRADE Page 23

SENATE—References FAD&T 915

In the process, UNAMET conveyed two impressions. The first impression
it conveyed was that it supported independence rather than autonomy.
The second was that the United Nations would protect an independent
East Timor when it clearly had no ability and mandate to do so. So it
was an expedient operation designed as a compromise to satisfy the
Indonesians and the Portuguese and the United Nations bureaucrats. It
contributed largely to the serious problem that we saw.
That ballot should not have gone ahead under the circumstances that it
did because the militia violence supported by the Indonesian military
was clearly going to happen, whatever the outcome of the ballot. I
would have to say—and this is a suspicion only—that I would have some
concerns about the validity now of the electoral roll that was used,
when we see that there are supposed to be some 200,000 people
unaccounted for in East Timor, based on the numbers on the electoral
roll and the numbers who allegedly voted. These people cannot
be identified or found. You have to question seriously whether the
200,000 that are missing off the electoral roll were, in fact, real
people. I think that is something that needs to be investigated.------

East Timor: UN fails to halt the terror
21 July 1999 - By Jon Land

The United Nations Assistance Mission in East Timor (UNAMET) is in a
severe crisis. Faced with enormous security and logistical problems,
UNAMET has been unable to ensure the conditions necessary for a fair
and free ballot --tentatively scheduled to take place on August 21 or
22-- in which the East Timorese will choose between autonomy or
independence.-------

A conspiracy against the East Timorese
UN intervention into East Timor being prepared
By Peter Symonds - 5 March 1999

The pace of diplomatic manoeuvres over the future of East Timor is
accelerating. Over the last week, Australian Foreign Minister
Alexander Downer has engaged in a frantic round of talks with his
Indonesian counterpart Ali Alatas, as well as President Habibie; East
Timorese leader Xanana Gusmao, who is under house arrest in Jakarta;
and Portuguese Foreign Minister Jaime Gama, whom he met just outside
Lisbon. At the same time, senior Australian Foreign Affairs officials
were sent to the US for talks with the UN Secretary General and the
Clinton administration.-------

TAS:
Lhaa, siapa
lagi Bung, kalau bukan Soeharto.

YHG:
Garis logis yang konsekuen inilah yang membuat pandangan politik kita
selalu berseberangan sejak tahun 70an di Amsterdam.

Selain kekerasan pasca jajak pendapat Timor Timur (1999), masuknya
TNI di Timor Timur (1975) dilatar belakangi beberapa faktor; a.l.
kaburnya pemerintahan Portugis meninggalkan perang saudara, Fretilin
Pemerintah AS
Amerika Serikat langsung memberikan lampu hijau. "Timor is your
Kongres AS menyetujui
pasokan persenjataan ABRI selama invasi.
Dalam beberapa pertemuan dengan Soeharto (1974 dan 1975), PM. Gough

tsb, yaitu, jadilah patriot, gugatlah bos-nya Blackwater, gugatlah
bos-bos-nya milisia sejenis Eurico, dan, last but most important,
gugatlah Soeharto!
sepenuhnya!

YHG:
Ketika bersilaturahmi Lebaran di Cendana kemarin, Pak Harto menitipkan
pesan untuk mengundang Anda datang berkunjung, guna mendapatkan versi
sejarah politik yang lurus dan benar.

TAS:
Salam, tetap sbg teman, sampai jumpa di Jakarta,
Tossi AS

YHG:
