Review Comment:
Thinking about this some more, I think this is getting too overwrought for
what the state cache does and the problem we’re talking about. I think we
should just call maybeEvict once a minute and move on, I think that’s roughly
good enough, and will leave the state cache in a place where it will be much
easier to fix any perf issues we encounter during testing.
