Review Comment:
   > this file will not be allowed to be submitted to the git repo, so 
submitting this file will bring unnecessary workload to the committer or pmc 
who will assist you in testing and merging the code later.
   
   I understand that this change to the CircleCI configuration will need to be 
removed. Removing this change now means that the affected test will fail while 
working on the PR, which, to me, means more work to run CI builds.
   
   I am not sure what is the proper approach, but previously I was advised to 
have such change while working on a ticket. (this change will be needed to run 
CI against other branches)
