indeed you can find the biggest prime within the 10 nearest lightyears, there's really No Such Agency that will give money for it.
A lightyear is a distance, about 10E13 kilometers.
I think, he meant distance. But the real mistake is, that there is such an agency - even closer than 10 ly :)
