Hello Peter, It was nice to hear from you again after such a long time! Was it in Vancouver in 1993(?) we last met? And thank you for so promptly sending me the factors of P(p) for p=12k+1. Sadly enough there does not seem to be any obvious factor, so probably the covering congruence technique will not be applicable to this problem.
