I think the logic behind the naming is this: Apple's new, totally built
from the ground up Operating System built on a foundation of BSD Unix is
called OSX....to distinguish it from previous versions of the OS called
Mac OS. After that comes the version number, such as 10.1, 10.2 which
are major upgrades of the new system. The numbers after the basic system
upgrade are smaller, incremental updates to that build, such as 10.1.5
and 10.2.1 . So the most recently released (week-old) official version of
the operating system called OSX is OSX 10.2.2.

While it is true that Jaguar started out as the internal code name for
the OSX 10.2 system upgrade somebody in Apple's advertising/marketing
dept must have latched on to it, as Apple itself promotes the use of the
unofficial name Jaguar - going so far as to sell the upgrade in a box
with a jaguar-spotted OSX logo on the cover. This wasn't the case for
previous in-house names for different projects and builds of the OS.

Cheers,

Nina
