John What about putting the neg between two pieces of anti-Newton glass? You can get the glass from places like DeVere as they supply replacement anti-Newton glass for their enlargers. The only problem with this, that I have thought of, is that your scanner may not have enough depth of focus to compensate for the lower sheet of glass.
In which case, option two would be to use only one sheet of the AN glass, put the neg directly on top of the scanner glass (after spraying the side that will be in contact with the scanner glass with AN spray) and put the AN glass on top. The result should be a nice flat neg with no AN rings. I don't have your original post so don't know what scanner you are using and whether the transparency unit part of it will allow the above methods or not? Failing all that, I think a drum scan is probably the only way to go.
