It's a really nice feature. There are a lot of commands apart from filters that you can fade/blend as long as you don't invoke other filters/commands. It's a bit like duplicating a layer, applying a filter to it and then altering its blend mode and or opacity. In the image you posted, the blue channel was the culprit (as it is most of the time). You could've also copied the green channel into it and then blurred the RGB composite and set the fade to color. Alternatively, taking the image into Lab and then blurring the A+B channels would've produced similar results.
