Select and highlight a file on your computer & then press cmd + i. As an
example use a tiff or something that you don't care about. This will bring
up the stacked info panel and one of the menu items will be "Ownerships &
Permissions".

Click down on the arrow to open this section and you'll see various menu
items of which some options. In the right hand corner you'll see a padlock
and clicking on this. Its possible that it will ask you for your
administrator password. After inserting this if necessary, you can then
change the permissions at will on any given file, but you should close the
padlock at the end to save those changes.

To trash stubborn items, select:

owner (in my case) - Ashley (Me)
Access - Read & Write
Group - Admin
Access - Read & Write
Others - Read & Write

Delete your trash!

Many times you will get away with trashing something from OS 9, but other
times you might make a real mess up. You have to remember that there will be
a reason with a UNIX base for these permissions and its best to do these
things by the book. Most of the freeware tools on versiontracker for
emptying the trash in this way are merely using a UNIX command in the
terminal do copy what I have shown here. If you don't feel comfortable doing
what I have detailed above you can always download one of those, however I
feel this will give you a slightly better understanding of what's under the
hood in OS X and why certain things work the way they do.
