I just tried making an action that 'Saves As' JPEG, in a folder on the desktop, then made a 'Droplet' from it. If you drag a TIFF onto the Droplet, it saves it as a JPEG into the specified folder. You can also choose to have an incrementing number or letter after the filename (or instead of it).
