Save for Web in Photoshop also has the "Optimize to File Size..." command.

You can turn off Optimize and set all the other parameters to high. And then
in the Optimize to File Size dialog box, select Current Settings. I would've
thought it then saves a standard JPEG. You can always do a test to see what
is being saved: save one version through SfW and another through Save As,
open both and Shift-drag one into the other and then set the blend mode of
the top one to Difference. If all you see is black, then there's no
difference. If you see some grey-ish pixels, there is a difference. Run your
pointer over the window and watch the Info palette if you don't trust your
eyes.
