I just tried making an action that 'Saves As' JPEG, in a folder on the
desktop, then made a 'Droplet' from it. If you drag a TIFF onto the
Droplet, it saves it as a JPEG into the specified folder.
You can also choose to have an incrementing number or letter after the
filename (or instead of it). If you drag a whole bunch, they can be
numbered 1,2,3 or a,b,c etc.
You could make a separate Action for each JPEG quality you need and have
them all on the desktop and drag files to the appropriate one--each
Action/Droplet can be set to save to a different folder...........

Following what you said I had another go and have been amazed at how straight forward and useful actions are. Droplets are then the icing on the cake. I've now got droplets all over the place!
I've tried converting 70mb tiff to jpegs at quality 12 which comes out at approx. 10mb.
Quality 11 comes out at 5mb. I'm amazed at the large difference.
Is there any way of converting from tiff to jepg using a file size rather than a quality setting? I only seem to be offered the quality setting.
