Try as I may I can’t seem to get the brilliance and contrast from my Epson 2200 printer that I get in my wet darkroom using Ilfochrome.  Is this to be expected or can I do better?

I would have thought that you were hitting the limitations of the pigment inks. Did someone promise you Ilfochrome-like results?
 
You may be interested in the option of a CIS with Lyson dye inks that are expected for release soon... there are even some 'early days' suggestions that Lyson may have longevity expectations close or perhaps even exceeding the Epson pigments so it may be of quite some interest.
 
Having said all that, and perhaps an item of general interest, is that whilst they are not perfect, Epson do seem to have done remarkable things with their Ultrachrome inks... I would think that the results you are seeing, we would consider 'good for pigment inks'. However, you should be very aware that if you try to print on matte papers with the Photo Black, or on glossy papers with the Matte Black ink options, you will most certainly be disappointed!
 
We have tested a very new yet already 'popular' third party pigment ink with the 2100 and found it not to meet our expectations. Bronzing on glossy stocks was worse than with UC's and not it seems with a benefit of increased gamut or similar... though our tests continue.
