If you slightly alter the spacing in that 'format' you get DIN A3+ which will then make more sense. DIN standing for Deutsches Institut fr Normung, which in English is German Institut for Standardisation! A lot of our day to day items are DIN standardised, paper being one of them. Our paper sizes are also ISO (International Organization for Standardization) specified but the DIN specification apparently has a tighter tolerance than ISO! So basically they want a file size large enough to cover A3+ at the resolution they have given you.
