You can find links and information on my website http://www.examaids.com To prepare, I highly recommend the Adobe Photoshop 7 ACE Exam Aid, available for the PC and the Mac. I have no affiliation with the programme other than writing, designing and authoring it! However, if you think my recommendation is apt to be biased, you can find unprejudiced testimonials on the above website. The Adobe Photoshop 7 Classroom in a Book is also a good source for study material but, IMO, it's aimed more at people wanting to learn Photoshop rather than people wishing to prepare for the ACE exam - but then I would say that! There are centres all over the country where you can sit the exam and you can find them by visiting the Thomson Prometric website (links on my site above). They are also the people who oversee the exam. The exam is not exactly a walkover but then again, it's not that difficult if you know Photoshop reasonably well.
