The population of Great Britain do not own the NT. The paid up members do. You might be confusing with English Heritage.

There is nothing to stop you photographing on publicly accessible NT land. You can also photograph from anyone else's accessible land towards NT property. What you cannot do commercially is photograph on or in those areas which require payment of a fee to access.

The regional PR officers are amenable to exchange of photographs in exchange for access.
