Richard,
I have heard of some photographers in Central London being moved on by the
Police for setting up a tripod, in one case at least the threat of arrest
for obstruction.
A little extreme I know, but one has to wonder at the mentality of such
agencies; that seem to take great delight in being as awkward as possible.
Personally I haven't had a problem I keep to a specific topic of photography
that more or less keeps me outside these problems.
I think it would be interesting from (dare I mention) a human rights point
of view; apparently we are all entitled to work etc etc.
I can no difference between a lone photographer setting up a tripod and say
a seller of "The big issue" apart from the fact of course that the
photographer will no doubt get moved on!!

I wonder if the difficulty is greater if you are operating off a tripod
in a public place, though I have never had any problem in that
direction.  Perhaps the sight of a large format monorail etc., looks too
'official' for most people to question<BG>
