Hi David

Not sure what you're using to do this but it sounds painful. I'd suggest
Pagemaker which is a layout programme or you could use InDesign, has a
similar engine. Both are available from Adobe as fully functioning trial
downloads. 

It would be a simple process of specifying page size, setting up some
guides/gutters and then scaling the image to the appropriate size
(holding shift to maintain true dimensions). You can also specify the
dimensions of the image once imported if you have a target output size
you wish to achieve on page but I think you'll find dumping the image
into predefined spaces and adjusting accordingly will be far easier.
