If it's not for repro, why not use photoshop? I lay out my portfolio pages
by creating a blank document, pasting in the pics, then using
edit/transform, or apple+T.  Hold down the shift button while dragging the
corner anchor to re-size the pic, in order to maintain the ratio.

Hope that's not a granny and egg-sucking kind of response, but it works for
me and is a fairly quick way of pulling stuff around on a page.
