This sounds like a known problem with the Panther installer's "Archive and Install" option, but Apple has not publicized it well.
That upgrade option archives your old system and installs a new one, leaving your Applications folder alone and copying across some of the application support files. Unfortunately, not all of them. A more or less random selection of applications quit working in various ways after an Archive and Install. The solution is to either: 1. Re-install the affected application after the OS upgrade. 2. Copy the affected file(s). In the case of Photoshop, you need to copy the ScriptingAdditions folder from the old system's Library folder to the new system's Library folder (that's the Library folder at the root of your boot drive, not the Library folder in your home directory). Re-launch Photoshop after copying this folder and you'll be fine. (Adobe has posted this info to their website).
