I've forgotten everything about system 9 already but isn't this a resource fork problem? Does it work if you save it from Explorer in system 9 as a new version?
This is what I fear it is, which means that the web galleries produced in OSX are not automatically readable on browsers running in OS9, which is silly. And I haven't tried it on a Windows machine yet.
