I'd say if you use good, accurate ICC profiles, you CAN get what you are asking for in either Photoshop or many of the other ICC savvy applications out there. Photoshop simply offer more controls than most. If the results you currently are getting isn't accurate, the most common problems are these; 1). Gamut issues (RGB colours which are non reproducible in standard CMYK) 2). Inaccurate Photoshop setup, or 3). Inaccurate ICC profiles/separation setup (Essentially using a conversion/separation setting that doesn't accurately describe the current state of the offset press, either due to inaccurate settings in the profile/setting, or the press behaviour having changed, or that a wrong profile is being used. Often problems are a combination of these three...
