Dear Andy- it goes somehow like this- similar to creating snow blizzards: a) create a new blank layer above your background layer b) fill the new layer with white and use a variety of small brushsizes to create a random storm. Use black paint and a hard-edged brush for this. The fastest way is to cover a small part of the layers with dots, then use a large, soft brush and the clone tool to fill the rest of the canvas. With a little care you can create a totally random looking pattern of dots of varying sizes. c) Now use the motion blur filter. Alter the angle and distance to suit the effect you are looking for. d) Invert this rain layer by Image-> adjust-> invert and then use the levels command to bring out the white areas as much as possible e) Now change the blending mode to screen- and you should have it?
