Although not as good as using a 3D package, have you tried the standard
Distort tool (edit...transform...distort)
It depends what else is in the picture, but it can work well.
I have used this in the past to align reflected objects, then reduced
the vertical scale all over and applied some distortions for a water
effect and it worked well.

Maybe you have already tried this.

But... the person is standing in a kind of boxer's pose with one foot 
well in front of the other. When I flip vertically I can only align one 
foot at a time with the 'reflection' and it looks very unconvincing.

How do I go about this please?
