This is actually almost exactly what I have ended up doing. I have created two inverted images, one for each foot, used the distort tool to make each one fit the bottom of the relevant foot and roughly merged the two. The final distortion of the 'water' should hide any horrors.

Is there such a thing as an affordable 3D package which could have done this more elegantly? Maya 'lite'?
