The index page is just a text file with html code on it, so it can't be made to run at disk insertion. When you get a CD you normally have to double click something to get the page running.

The CD is just a storage device. If you were using a DVD writer you could create a DVD similar to ones you buy with movies on them - they can have items that self-run. But you don't!
