I think - and this is off the top of my head that JavaScript is turned on in 70-80% of web browsers but that is 20-30% who have it turned off. So JavaScript methods of restricting access are not always a good idea.
Alternatively if you design a site using XHTML and CSS you can create a box (using a div tag) and set the background of the div to include the picture.
With this you can't just drag the picture or save it.
