I had a similar fault with a fairly new Apple optical mouse and I
phoned tech support to ask about it. After running a series of tests
with guidance over the phone, they decided to send me a new one! I
think that the thin USB cable that they use is at the root of the
problem and that it fractures somewhere near the exit point of the
mouse.

I have an Apple optical mouse that behaves the same way. I've tried it on
all sorts of surfaces but the cursor keeps sticking, or jumping wildly. I've
given up on it and bought a new one.
