I wouldn't even attempt to draw them by hand. Use the paths tool to create a path that smoothly follows the cars' movement then, on a new empty layer, use Stroke Path with a brush set to the right colour and size to create the image of the streak. Vary the layer mode (try screen) and opacity to increase transparency and realism of your streak, then use transform on the layer to create perspective if necessary.

Then duplicate the layer and offset with Move or Transform it to make the other headlight of the pair.

You could use this pair of layers (make a layer set, and duplicate it) to make lots more headlight streaks from other cars if necessary.

Or you could just download the "car headlights" plug-in from www.carheadlightseffects.com. I wish.
