It's probably something more difficult, but have you tried booting with the Option (Alt) key down; this should give you a choice of bootable disks. At least, if it doesn't work, it might give you an idea of what the problem is.
Also, you could try choosing OS X in the 'Startup Disk' control panel in OS 9. If it won't let you, it might tell you why. Come to think of it, I'd try that before the one above.
