I think the error message is badly worded too.
To get around the problem I would rename with a wildcard like an * that didn't already exist in any filename, then simply rename all files at the end in one batch with only the wildcard being removed at that stage.
Interesting to note that PS treats 1, 01, 001, 0001 the same as I had used longer numbers as a temporary workaround in the past too, not in Photoshop but ABFR
