I think you need a web hosting with the feature 'multiple ftp accounts' 
and 'anonymous ftp'. Many hosting companys offer 50 and more ftp 
accounts with no extra charge, you can set up a name and password for 
each client, but they will need an ftp software to upload files.

Try one of these (it's NOT a recommendation!): site5, bluehost, globat, 
jaguarpc, (.com). They are very similar in prices and services, as good 
or bad. Depending on where do you live they're signal arrives better or 
worst. On pc, winxp, you run 'tracert'+ ip address  to check the route.
