I think you need a web hosting with the feature 'multiple ftp accounts' and 'anonymous ftp'. Many hosting companys offer 50 and more ftp accounts with no extra charge, you can set up a name and password for each client, but they will need an ftp software to upload files.

Depending on where do you live they're signal arrives better or worst. On pc, winxp, you run 'tracert'+ ip address to check the route.
