How about:

1. Open an RGB image
2. Go to View => Proof Set Up and select "Custom"
3. Set the profile to Working RGB
4. Make sure that Preserve Color Numbers box is unchecked
5. Set the intent to Absolute Colorimetric and click OK
6. Go to Color Settings (command-shift-K)
7. Click RGB and select "Custom RGB..." from the list
8. Select a new White Point from the menu - or have fun setting your own
