Plone add-ons that require Plone must be GPL.

GPL is a distribution license. It only applies if you distribute GPL
based software. This would require you to distribute Plone + add-on
combination in some form. Installing it on the server is not
distribution.

If you distribute add-on code WITHOUT Plone you can license it anyhow
you wish as you are not distributing any pieces from the code.

Not if your code imports from Products.CMFPlone or other GPL'ed code, since that makes it a derived work according to all interpretations I have seen.
