But it's the police that approach the judge in the first place to get the warrant. Excuse my ignorance of US law, but do you guys have Magistrates? i.e. a 'minor' judge that has limited power, normally focussing on minor crimes. Magistrates in the UK are very often voluntary (aka Justices of the Peace).
