A non-Windows alternative to VFP? Dabo is most definitely it! Well, actually, Dabo runs great on Windows, too.
Dabo is no better at web apps than VFP is. It really isn't designed for that, because there are no shortage of web application servers out there. But with a little work (mainly creating a class to persist state), Dabo *could* be adapted to the web. We just aren't focusing there, but as it's open source, anyone who was so motivated could certainly do this.
