Alan, I suggest you host the website using MySQL and PHP or Perl (If you must) but PHP is the nearest to VFP you will find. Then you can query the MySQL database at regular intervals over the NET using VFP to upload changes/modifications from the hosting site. I have done this with a similar on line trade directory system and it works fine.
For the frontend look at Joomla which has an add on Membership system written by a guy down in London which only costs £80 for all the source and lifetime support (I'll dig the details out if you are interested) or even XOOPS which is extremely adaptable.
